ON AMENDMENTS TO
Chapter 1.16 Elections September 22, 2025 @ 5:30 pm

The proposed amendments to the Chapter 1.16 Elections (1) resolves
inconsistencies with language in the ICAS Constitution (revised in 2007); (2)
modifies the membership of the Election Committee to be based on availability,
sets three-year term, provides honorarium for committee service, as well as
member neutrality requirements; (3) creates a single-ballot approach to elections
for ease of election administration, allowing eligible voters to vote for all Council
seats; (4) allows for future use of electronic voting; (5) provides details regarding
absentee voting; (6) establishes a process for recounts and run-off elections; (7)
establishes a process for resolving election disputes; (8) creates a sample ballot,
absentee ballot instructions, and election certification form as appendices; and
(9) reorganizes the ordinance for ease of use, as well as other minor edits.
