Director of Natural Resources

Doreen Fogg-Leavitt is an Inupiaq from Barrow, Alaska. She obtained her Bachelors of Arts in Nursing from Carroll College in Helena, Montana in 2001 and began her career as a public health nurse with the North Slope Borough Department of Health & Social Services in Barrow and also worked for the State of Alaska Division of Public Health in Kenai, Alaska and served as the Kenai sub-regional Nurse Manager for Public Health. Doreen returned to the North Slope to serve as the Deputy Director of Community Health and then served as the Director for the North Slope Borough Health & Social Services Department overseeing 13 health programs serving over 11,000 residents from 2011-2016. She was the Employee Health & Wellness Project Manager for Arctic Slope Regional Corporation and also served as the Executive Director of Native Village of Barrow.

She is currently the ICAS Natural Resources Director. The majority of Doreen’s career has been spent in public health and addressing issues and crises such as housing, infectious diseases, homelessness, childcare and community assessment. Ms. Leavitt has served on numerous boards both nationally, statewide and locally. She is the Inupiat Community of the Arctic Slope Council Secretary (2017-current) and represents ICAS on the Ilisagvik Board of Trustees, the ICC Food Sovereignty workgroup as well as the Nannut Committee. In Doreen’s current position she focuses on economic development of the region.
